He use Arcade 1 and 2 Sprites (same as Choujin). He proably code it himself but I'm not sure. I tried only Goku he seems bit buggy and I can't make any supers to work besides Genki Dama.

Genki dama is kinda cool but buggy too. Overall it needs work.
